This paper attempts to show that African cinema began under the very conditions that accompanied the birth of the cinema in the capitalist system. Since political independence, which was nominal in most cases, the emergence and development of African cinema has remained within the neo-colonial context; conditions for the emergence of a real national cinema, answering the particular needs of the development and liberation of each people, do not exist. Yet, the cinema could constitute for Africa a valuable tool for communication and education, especially a cinema geared to sharpen an awareness of the social, economic and political realities. In the face of the powerful Euro-American trusts (which are opposed by the considerable though scattered efforts of a number of African screenwriters) there is a growing need for a parallel and militant cinema which, following the Latin America example, will gradually enable the peasants and workers to make the cinema their own instrument of expression
