Alienated from public policy-making, the people of Algeria remain passive spectators at the transformation of their own country. The lack of worker mobilization in the struggle to increase production, other than in the ideology of speech making, is the result of development policy choices which place greater confidence in technicians than in people. The problem is significant given that Algeria is engaged in an ambitious investment program. Huge factories and industrial complexes are rapidly multiplying, while their mediocre profitability leads to growing deficits. These development policies marginalize the rural and agricultural half of the population and perpetuate the subjugation of the female half of the population, compromising the possibility of harmonious demographic growth. On the other hand, these policies favor the one-eighth of the population which is adult, male, and employed in the industrial and service sectors: the workers, still far from numerous, who possess a growing consciousness of their strength; and more importantly, the middle classes and the national bourgeoisie who, along with the traditional landlords, are the beneficiaries of the system
