AbstractThis article analyses, from a political and historical perspective, the relations between the Senegalese central authority and the local communities. Based on documents from the national archives, of the Party in power, and of the central administration, this study shows that the localities are prisoners of a state which opposes any attempt at autonomy and therefore does not guarantee them the resources necessary to meet the needs of the people, particularly the impoverished. The authors emphasize the effects of clientelism in local administration and demonstrate the extent to which it aggravates the economic crisis of the local communities. These factors largely explain the weakness of the impact of municipal institutions in the management of urban affairs
