This article assesses the banks’ actions in the application of the credit measures enacted in Colombia to support users during the health emergency, owing to they have been classified by some as a big fraud. It has a blended approach. It is approached as a case study, with triangulation of data from multiple sources such as perception surveys, management reports, interviews published by third parties, among others. The results allow inferring a low the measures’ effectiveness and a small regulation in their compliance, since there were extra costs in debts, the reduction of the intervention rate was reflected slowly in the financial market and the banks did not guarantee access to resources. Finally, the enacted measures are considered insufficient to provide liquidity to the economy in mid and long term, in addition, greater solidarity was expected from the banking system
