Problem Statement: In Colombia, the Smart Cities and Territories Maturity Model (MMMCTIC) includes indicators related to inequality; however, it is necessary to acknowledge inequality as a structural dimension comprised of material elements and capabilities, which contribute to the development of smart territories and to the balance between environmental sustainability, economic competitiveness, and social cohesion —a complex challenge for developing countries due to their high disparities. Objective: To determine how the inclusion of inequality as a structural dimension affects the MMMCTIC. Methodology: Based on a positivist epistemological approach and an applied quantitative methodology, an experimental modification of the MMMCTIC is carried out by deliberately incorporating a new "Inequality" dimension, built from the SISBEN IV database, using a sample of the twenty territorial entities that implemented the model during 2023. Results: The results show that territories with lower capabilities experience a significantly greater impact —approximately 2.4 times higher— compared to those in the top positions. Conclusion: The findings highlight the need to strengthen public management, promote equal opportunities, foster territorial development, and analyze the economic capacity of territorial administrations
