كتبت في هذا البحث نبذة مختصرة عن نظام الحكم كيف نشأ وتطور لكن لا يمكن اعطاء تحديد دقيق للمدة الزمنية التي نشأت فيها الأصول الأولى لأنظمة الحكم وأشكاله لانعدام المصادر الأثرية, ثم نبذة عن عصر فجر السلالات وكيف نشأت السلالات الحاكمة في كل دويلة مدينة وانفصال السلطة الدينية عن السلطة الدنيوية, وتمكن الكوتيون من احتلال البلاد في العصر الأكدى بعد اقتباسهم فنون الحرب والسلاح من الأكديين, فضلا عن حالة الركود الحضاري في اثناء مدة حكم الكوتيين في عصر سلالة اور الثالثة
