Local Government’s Provision of Social Infrastructure
Managing Neighbourhood Centres on Melbourne’s Urban Fringe

Social infrastructure in Australia’s metropolitan growth suburbs notoriously lags behind rapid population increases in these areas. In response, local governments are taking responsibility for the provision of social infrastructure in the form of neighbourhood centres that in more established suburbs of Australian cities are provided by independent community organisations. This paper reports on research in two council-managed neighbourhood centres that analysed the changing role of governments in growth areas. The research found that governments createa valuable infrastructure, but that local governments’ views on “community” and their approaches to managing liability and diversity shift the function of this social infrastructure
