Ningxia's third road to rural development

Resettlement schemes as a last means to poverty reduction

There are very critical voices in the People's Republic of China (hereafter PRC) about the outcomes of development policies since China started its market-oriented reforms in 1978. In a recently published book the economists Wang Shaoguang and Hu Angang explore the issue of regional disparities and the role of the state in the development process (using a political-economic approach based on a provincial-level analysis). They conclude that 'First World and Third World coexist within China' and that regional disparities in both relative and absolute terms had grown to alarming levels by 1994. 1 They state that this disparity is worse than in many other Third World countries, and explain the 'uneven regional growth centres on two variables: the government's willingness to direct the flow of production factors on behalf of less developed regions, and its capacity to do so' [Wang and Hu, 1999: 13-14, 67, 129]. In other words, a convergence is only likely to occur if the state is willing and able to help the poorer regions. Although aware of the declining extractive capacity of the central government - owing to fiscal decentralization - they propose, as the general guideline for a regional policy, a balanced development between efficiency and equity and between market mechanisms and government intervention [ibid.: 16]. The Chinese government is well aware of the problem and seems willing to mitigate the tensions described above. Since 1994, it has changed the nation's development strategy fundamentally. 2
