Consevative governments of the 1980th sought to distinguish themselves from their predecessors: a central theme of their economic and social policies was the desire to extend individual ownership; the retionale for this was to give independence to individuals and to disperse economic power. The aim of this article is to consider how this novel feature of Conservative thinking transformed the terrain of pension provision with the replacemenr of their previous commitment to occupational pensions to a policy which emphazized the centrality of personal pensions. The article argues, however, that, far from creating a nation of independent owners, the structural weaknewss in personal pensions are likely to encourage increased dependencyon the state for a significant group in future generations of pensioners
