This paper examines the discursive construction of the Khudoni hydropower plant project during the final decade of the Soviet Union in the two Georgian Communist Party newspapers – Komunisti and Akhalgazrda Komunisti. Using a critical discourse analysis, this article traces both the continuities and transformations in the ideological preferences of these newspapers. We conclude by discussing the implications of glasnost for media pluralism with a focus on how particular discursive strategies either open or close the space for an ideologically pluralist debate
