The Ottoman government had problems trying to adapt to new economic conditions of the changing era. In particular, since the second half of the 19th century, the state borrowed to close the budget deficits. Borrowing adventure gradually turned into a vicious circle and became inaccessible. The government, unable to find foreign loans, turned to other state-controlled debt sources called funds. Because these funds were more advantageous than other credit institutions in terms of their processing conditions. This article emphasized that after the second half of the 19th century, the state in economic crisis and debt could obtain credits from the funds with more favorable terms and more suitable interest and repayment options compared to other financial institutions and could change the terms of these credits as it wished. In this context, as examples, the debts taken by the government from Orphan, Aghavat, Benefit, Civil Service Pension, Dismissal, Security and Scientist Pension funds and the conditions of these debts are examined
