Mir Cafer Pişeveri was born in 1892 in Iran in South Azerbaijan. He immigrated to Baku region with his family in 1905. During his youth, he was interested in Bolshevik Revolution occurring in Russia and adopted its views. He took part in political movements of Bolshevism and Communism and wrote articles praising these opinions for some newspapers.Pişeveri went back to Iran in 1924, and he was put in prison in 1930 in consequence of the Rıza Pehlevi’s action against the communists. He was released as a result that Rıza Pehlevi II granted an amnesty. After getting out of the prison, he became a member of İranian Demokratic Party, and he was elected to the parliament from Tabriz and this party. However, due to the intervention of Shah, he was not admitted to the Iranian Parliament. After that, Pişeveri tried to seize control in South Azerbaijan with the Soviet support. He enabled the establishment of the Azerbaijan Democratic Party, and he was appointed to the duty of Prime Ministry in the Azerbaijan National Parliament opened on 12 December 1945. In this period, Pişeveri changed the class-centred perspective completely. He noticed that ideas of communism could not be applied in Azerbaijan. However, when the Soviet Union signed a petroleum agreement with Iran and drew its troops, Pişeveri and his men had to defect to the Soviet Union. Pişeveri passed away on 11 July 1947 as a result of a traffic accident in a place near Şeki in North Azerbaijan
