The contemporary Vietnamese architecture of cadre ethics for local leaders and managers operates as a coherent political philosophy of governance rarely named as such. This article reads it philosophically. The argument advances in three moves. First, four pillars from contemporary Vietnamese cadre-ethics scholarship, namely integrity and self-control of power; transparency and accountability; public-service responsibility and devotion; serving the people through grassroots democracy, articulate a virtue-ethical taxonomy operationalized as five HCM-register standards: loyalty, integrity, exemplarity, discipline, responsibility-and-innovation. Second, three philosophical resources integrate: dĩ dân vi bản (people as roots of the nation) anchors the political-philosophical claim; the Confucian junzi (quân tử) tradition supplies the cadre-as-exemplar grammar; MacIntyrean virtue ethics (via Sinnicks) converts the standards from compliance-codification into a virtue-ethical claim. Third, the architecture is the applied face of a Confucian-Marxist synthesis: the cadre is at once Confucian exemplar and Marxist vanguard via HCM’s reframed trung (loyalty) and hiếu (filial piety). The case is at once a universal question (what virtues does public service require?) and a particular answer for comparative governance ethics. The contribution: productive complementarity, not opposition, between Vietnamese-Marxist scholarship and comparative virtue-ethics
