This article critically assesses the evolution of Japan–Malaysia relations by taking the 2025 summit between Prime Minister Ishiba Shigeru and Prime Minister Anwar Ibrahim as a point of departure. It argues that the bilateral relationship is best understood as a form of “coordination game” diplomacy—an iterative process of signaling, adjustment, and trust-building—rather than as a hierarchical or transactional exchange. Drawing on official documents, summit communiqués, and policy speeches, the article traces how the relationship has developed over seven decades: from the postwar settlement and initial discord over economic aid, through the Look East Policy and post–Cold War realignments, to the present-day Comprehensive Strategic Partnership. The analysis highlights how diplomatic cooperation evolved alongside each country’s transformation of national identity—Japan’s shift toward proactive pacifism, and Malaysia’s pursuit of industrial development and regional leadership. Despite moments of tension, the two countries have consistently favored mutual accommodation and shared frameworks over coercion or dominance. The article concludes that Japan–Malaysia ties offer a compelling model for how non-major powers can sustain durable, multidimensional partnerships in an increasingly fragmented international order
