In 2024, Japan’s Official Development Assistance (ODA) marked its 70th anniversary—a milestone that invites reflection on the genesis and evolution of its aid philosophy. This article contributes to that reflection by focusing on the initial three decades, a formative period that shaped Japan’s identity as an ODA provider. Spanning the years from post-war recovery and reconstruction through the rapid economic growth of the 1960s and into the mid-1970s, this historical review reveals how economic cooperation (ODA) was used as a vital instrument for advancing Japan’s core national interests: economic recovery, reconciliation with Asian neighbors, and reestablishment as a respected member of the international community. The genesis of Japan’s ODA during this era also explains the distinctive features that would later define its aid approach—its strong regional focus on Asia, emphasis on economic cooperation, integration of public-private partnerships, and extensive use of yen loans—all of which reflected the specific historical conditions of its origin
