Due to the constraints imposed by the surrounding mountainous terrain, tourism elements in valley basin cities tend to cluster in the flat river valley areas, where leads to frequent traffic congestion during tourism trips. To address this issue, this study proposes an analytical framework for analyzing tourism accessibility under different congestion scenarios. Taking Lanzhou, a valley basin city, as a case study, the research is based on the theory of spatial interaction, uses real-time traffic congestion data to explain the spatial interaction patterns between tourism system and accessibility through a modified two-step floating catchment area metric. The inquiry assesses tourism accessibility from both direct and relative perspectives, providing a detailed examination of different layers. The outcomes reveal that during peak congestion, direct accessibility in traffic-dense areas decreases, but relative accessibility within one-hour commute increases, offering potential for reverse tourism and new tourist destinations in the valley basin. Mitigating the severity of urban tourism congestion and rectifying the spatial misalignment of service infrastructure require measures that extend beyond the organisational management of proximal road networks. It is crucial to emphasise not only enhancing tourism destination allure and carrying capacity but also guiding experiential tourist demand and travel modalities judiciously
