This paper presents a state-of-the-art review and critical gap analysis of seismic hazard assessment methodologies, focusing on deterministic and probabilistic approaches, ground response modeling, and microzonation techniques. While Itanagar City, Arunachal Pradesh, India, is used as an illustrative example to contextualize regional challenges, this review does not present a new applied seismic hazard assessment for the area. Instead, it highlights current methodological advances, data limitations, and regulatory gaps that influence seismic risk management for high-seismicity urban regions in India. The study also emphasizes the importance of detailed site characterization using geological, geomorphological, geophysical, and geotechnical investigations. Advanced geophysical methods such as multichannel analysis of surface waves and standard penetration tests are used to derive shear-wave velocity profiles, which are vital for understanding site amplification and soil behavior during seismic events. The paper reviews both equivalent-linear and nonlinear ground response analysis techniques, highlighting their strengths and limitations in modeling local soil responses. Additionally, the review underscores the role of seismic microzonation in urban planning and infrastructure development. By integrating seismic hazard assessment with ground response and site-specific data, high-resolution microzonation maps can be developed to guide resilient construction practices and disaster preparedness. The review identifies existing gaps in data quality, attenuation relationships, and regional G/Gmax and damping ratio curves, especially for Itanagar. The study concludes that although microzonation initiatives have been carried out in several Indian cities, most remain at a preliminary stage. Continuous refinement through multidisciplinary approaches and region-specific investigations is necessary to transform these maps into effective tools for civil engineers and policymakers
