During the Second World War several initiatives in Britain and the US carried out a prospective analysis of famine and nutritional relief in occupied countries. The results were devastating. Food aid programmes were launched, refugee camps opened for displaced people and health services established. With contributions from the countries involved, the United Nations Relief and Rehabilitation Administration (UNRRA) was approved in Washington (November 1943)by the United Nations’ forty-four members and associated countries afteran initial agreement between the British and the US administrations. This article aims to discuss the political tensions around UNRRA and its technical work, especially in international food relief
