This study investigates the needs for developing differentiated and local-wisdom-based digital instructional materials for scientific writing in Indonesian for Foreign Learners (BIPA). The study constitutes the information-gathering stage of a research and development (R&D) project aimed at providing a conceptual foundation for the design of instructional materials. The participants consisted of 41 international students from 26 countries and four BIPA lecturers from four universities. Data were collected through Likert-scale questionnaires and in-depth interviews and were analyzed using descriptive quantitative and qualitative approaches. The needs analysis was guided by Nation and Macalister’s framework, which includes necessities, lacks, and needs. The findings indicate that, in terms of necessities, digital instructional materials should be systematically aligned with the characteristics of digital learning resources, established principles of instructional material development, and scientific writing pedagogy. The materials are expected to support core academic literacy skills, including academic text structure, data-based argumentation, and academic ethics; accommodate differentiated learning; integrate local wisdom as meaningful writing content; and enhance academic digital literacy through the use of technology. From the perspective of lacks, a gap was identified between instructional demands and the existing condition of scientific writing materials. Regarding needs, both students and lecturers reported a very high demand for differentiated and local-wisdom-based digital instructional materials. Overall, the study highlights the central role of needs analysis in formulating relevant and empirically grounded design specifications for digital scientific writing instruction in BIPA contexts
