Policy change and reform happen due to internal and external factors. In light of the Theory of Change (ToC), Viet Nam has recently witnessed bold policy moves as motivations from within that might entail profound repercusions for the country's medium and long‐term future. This paper is an attempt to inspect several resolutions as such by the Communist Party of Viet Nam in the areas of science and technology, international integration, law‐making, and private economy. In applying TOC, the paper comes to the conclusion that Viet Nam though faces tremendous challenges ahead has conditions conducive to implement structural, meaningful reforms
