Politiques publiques et revalorisation des quartiers péricentraux, le cas du Campus MIL à Montréal

Cet article s’intéresse aux impacts des grands projets urbains développés dans des espaces péricentraux, traditionnellement ouvriers et immigrants, de la ville de Montréal. À travers l’exemple du projet du campus MIL qui s’inscrit dans une logique de revitalisation et de rayonnement de la métropole montréalaise à l’échelle internationale, l’objectif est de montrer comment le développement de ces nouveaux espaces verts et créatifs sur d’anciennes friches industrielles accélère la gentrification. L’argument est alors de qualifier la gentrification de « projet » mis en œuvre par des politiques et financements publics. L’article débute par une mise en contexte des espaces péricentraux en montrant comment d’espaces « entre » et désinvestis dans les années 1970-80, ces derniers deviennent de nouvelles centralités métropolitaines à Montréal. Par la suite, l’article examine le rôle des différents acteurs publics dans la mise en œuvre d’un projet de revitalisation urbaine et montre comment le projet urbain du MIL accélère la gentrification des quartiers péricentraux d’immigration comme Parc-Extension. Le rôle de l’université comme acteur public spécifique est interrogé dans cette étude de cas autour de l’implantation d’un nouveau campus. Enfin, l’article démontre comment les principes de l’urbanisme durable et de la ville créative participent à une forme de légitimation de la gentrification par les politiques publiques
