In the conditions of a post-industrial economy, creative industries are becoming a driver of growth, but their potential in Russia is constrained by systemic limitations. The novelty lies in the development of an analytical model for the transformation of creative industries based on artifi cial intelligence, combined with an analysis of the specifi cities of the Russian market and cross-cultural cooperation, using case studies from the Russian Federation and the People’s Republic of China. The aim is to develop a strategic model that can bridge the gaps between the cultural potential of regions and its practical realization. The work is based on the hypothesis that digital transformation and stakeholder cooperation can turn cultural heritage into an economically signifi cant as set. The research problem lies in overcoming the contradiction between the high potential of creative industries in Russian regions and the existence of institutional, human resources, and legal barriers that hinder its actual ization. The research is founded on an interdisciplinary synthesis of the philosophy of culture, the economics of creativity, and media theory. The methodology includes a systematic analysis of literature and industry reports, in-depth comparative analysis of cases such as the Chinese “Shunfengshan” project, initiatives of the Hermitage Museum, and the potential of the Trans-Baikal region, as well as modeling methods and a synergetic approach. The study analyzes the transformation of artistic practices under the infl uence of artifi cial intelligence, specifi cally the increase in productivity and human-machine collaboration. The case of “Shunfengshan” demonstrates the eff ectiveness of the cyclical model “cultural core - digital generation – transmedia implementation,” which suc ceeded in increasing youth engagement by up to 28%. Key barriers for the Russian Federation are identifi ed: in frastructural asymmetry, institutional gap, skills shortage, and legal uncertainty in the fi eld of artifi cial intelligence. The results are applicable in the development of regional programs for the development of the creative econ omy. A structured process for digital modernization is proposed, which includes the creation of digital heritage databases and project laboratories. Future research prospects are linked to the development of public-private partnership mechanisms and the adaptation of successful international models to transform the cultural heritage of Russian regions into “digital capital.”
