This study addresses the studies carried out in the field of aviation, especially as a result of the modernization efforts of the Ottoman Empire after the Second Constitutional Era, and how aviation activities developed in Europe and what equipment and tools were needed.A report was prepared by visiting some balloon and aircraft factories in Europe through a delegation consisting of Staff Lieutenant Colonel Sreyya LMEN and Engineer Major Mehmet Ali Bey.This article is a 3 (three) page report written on balloons and aircraft suitable for dispatch in Austria, Germany, France and England as a result of the research and examinations carried out in Europe as a result of the trip between May 7 and July 5, 1912, and registered in the Military History Archives of the Ministry of National Defense with the location information 179-92-5 on July 31, 1912, and an evaluation will be made on how useful the report is.In addition, it is aimed to provide the article with a brief information about Lieutenant Colonel Sreyya LMEN and to explain how determinedly Sreyya lmen worked in the field of aviation, thus ensuring the integrity of meaning. It is evaluated that aviation was tried to be developed in the Ottoman Empire with good intentions, but it always remained in limbo due to the fact that incompetent and unqualified people were at the head of these institutions
