Sutherland has raised a vital issue in his "White Collar Criminality." Criminology has not been the study of crime and criminals but of certain crimes and the individuals committing them. Juvenile delinquency, insanity, poverty, and feeble-mindedness similarly have no objective referent. Sutherland's attack on present practices can be generalized and is valid; but the solution it implies is not practicable. The sociologically important aspects of behavior along the various vectors of deviation from approved conduct may be expressed astolerance quotients, ratios between behavior in objective terms, and the community's willingness to tolerate it. At unity the community, in its corporate capacity, goes into action. Quantification here is difficult but possible
