This article explores the argumentative interactions of the cultural heritage policy in the Municipality of São Paulo based on the conflict of positions between the councilors of CONPRESP, the highest deliberative body of this policy. Linking the fields of Discourse Studies and Cultural Policies, I study dissent in the Council to question how the discursive artifact of cultural heritage is mobilized. The disagreement is motivated by how different sides mobilize its meanings: sometimes as an instrument for urban development, sometimes as an inherent value, and therefore subject to preservation. The discussion contributes to the promotion of theoretical interlocutions and the appreciation of argumentative strategies used in constructing a public policy on cultural heritage
