The resilience of transportation road networks is critically influenced by the performance of bridges during extreme weather events, such as hurricanes. This research establishes a multi-dimensional framework for resilience estimation tailored to hurricane scenarios. Two areas along the southern coast of Texas, near Bay City and Victoria, were selected as testbeds for this analysis. The framework integrates the fragility analysis of regional bridges with full-scale traffic simulations across both testbeds to assess the resilience of these networks following hurricanes. The findings revealed that stronger storms lead to more significant reductions in network functionality, slower recovery times, and higher repair costs, resulting in lower resilience index values. The results proved that the framework can effectively quantify resilience across sub-dimensions to offer a more comprehensive assessment. Additionally, mitigation strategies were optimized and analyzed for each testbed, and the resulting resilience indices were compared. The findings demonstrate that this framework provides decision-makers and engineers with an effective tool to assess transportation network vulnerabilities and develop more effective mitigation strategies to reduce the risks posed by hurricane-induced storm surges
