In the article, based on general scientific (historical-comparative, historical-systemic, diachronic analysis) and special methods of history, ethnology and sociology, and an expert survey conducted in rural areas of the Kizlyar region and the cities of the Republic of Dagestan, the reasons for the exodus of the Russian and Russian-speaking population from Dagestan in the 1990s and the 2000s are investigated, measures to support them were analyzed, and recommendations were given for the return of those who had previously left the region. The expert survey was conducted because a mass survey of respondents was impossible and ineffective. The survey results indicate that the main reason for the mass emigration of Russians from the region is the complex socio-political, socio-economic, inter-ethnic and inter-religious situation in the republic, the growing influence of the Muslim religion in many spheres of culture and everyday life, the ineffectiveness of the state program to support residents and those returning Russian population in the Republic of Dagestan. According to respondents, in order to solve the existing problem in Dagestan, safe and comfortable living conditions must be created for Russians, and the high status they lost in the ethnosocial hierarchy of Dagestan and the North Caucasus must be restored. The prospects for the ethnic development of Russians in Dagestan are still encouraging. The existing problems related to the general complex geopolitical and socio-political situation in the country and the world are being stabilized and resolved. In recent years, the scale and pace of migration of the Russian population from the republic has decreased somewhat, which gives some hope for their return to Dagestan
