Water management processes in the town of Tulahuén in northern Chile is characterized by the existence of deep social and economic conflicts. In this research, an analysis of these conflicts was carried out, emphasizing the perceptions of the inhabitants. From the concept of hydrosocial network and from history, anthropology and geography, the relationships of the local population with three interrelated elements were observed. First, the general geographical condition was studied, this allowed the verification of the decrease in liquid precipitation and the difficulty of Tulahuén in accessing water for various basic needs. Next, the article explains the institutional and legal characteristics that determine the water management mechanisms and it observes the repercussions on the local population. And finally, it analyzes the specific problem of waterproofing canals to optimize water distribution
