It has been argued that targeted development can help to reduce the internal pressures contributing to emigration from Mexico. Focusing development on economically depressed regions, it is suggested, may reduce some of the differences between Mexico and the United States, thus reducing the incentive to emigrate. For the past few decades the Mexican government has been exploring tourism development as a way of strengthening locally depressed economies. The outcome of such development in Huatulco, Oaxaca, has in fact been increased pressure to emigrate because of the restrictions it has placed on access to resources, especially land
