The article examines the prospects for the implementation of Empress Catherine II's "Greek Project" at the final stage of the Russo-Turkish (Potemkin) War of 1787–1791, namely after the victory of the Russian squadron under the command of Rear Admiral F.F. Ushakov over the Turkish-Algerian flotilla on 31 July 1791 at the Battle of Kaliakria. The study analyzes the military and political context of the period, Ushakov's reports to Prince G.A. Potemkin describing the course and outcome of the battle, as well as the correspondence between Catherine II and Baron F.M. Grimm, including the Empress's assessment of Ushakov. The article also compares the tactics of the Russian sailing fleet at the Battle of Kaliakria with those of the British sailing fleet under H. Nelson at the Battle of Abukir (1798), and with the tactics of the Russian armored fleet under Vice Admiral A.V. Kolchak during the pursuit of the German-Turkish light cruiser Breslau in the summer of 1916. The author concludes that Catherine II's assessment of the Battle of Kaliakria as a victory was justified, although its strategic results were not fully exploited
