The article discusses the relevance of fisheries public policies in Brazil, focusing on the relationship between the state and artisanal fishing, emphasizing the importance of protecting and supporting this traditional practice. The objective was to analyze public policies aimed at artisanal fishing, their formulation to implementation, identifying the influences, beneficiary groups, and instruments used over the period from 1919 - when the first Fishing Colonies were established – to 2016 –, when popular groups left the political agendas. The methodology employed involves analyze secondary and primary sources, such as regulations and legislation. The article is organized into three sections: the first presents theoretical-methodological concepts about Public Policies; the second discusses the State's relationship with fishing from a historical perspective; and the final section analyzes three public policies related to fishing: social security rights, closed-season insurance (seguro defeso), and Pronaf (National Program for Family Farming). As a result, it highlights that brazilian policies for artisanal fishing are expressions of: state regulations to control and manage territory and environment; achievements resulting from struggles for social rights by popular actors and social movements; and the influence of interest groups within a political game linked to private interests in Brazil
