Istiskā is a special act of worship that combines prayer and supplication to ask for rain. Based on the Prophet's Sunnah, istiskâ is performed as a clear expression of the need for Allah's mercy, especially during periods of drought. In the history of Islam, the form of this worship has been determi-ned by the Prophet's various practices, and differences in practice have emerged between sects over time. Islamic scholars have generally accepted that it is legitimate for individuals to pray alone, in addition to the prayer in the worship of istiskā. However, Abū Hanīfa argued that congregational prayer is not a part of this worship, while Mālikīs, Shāfi'īs, Hanbalīs, and the Hanafīs Abū Yūsuf and Muhammad al-Shaybanī stated that congrega-tional prayer is legitimate. The issue of khutba in istiskā' was also discussed in connection with congregational prayer. Abū Hanīfa argued that a khutba should not be recited at istiskā', while the imams of the other sects were of the opinion that a khutba should be recited after congregational prayer. This khutba differs from other khutbas in terms of content and emphasizes the use of special expressions, especially in wishing and prayer
