The COVID 19 epidemic in Venezuela has been relatively moderate, despite the diminished capacity of the National Health System. The government has used virus control measures to concretize its main political objectives, which are: stay in power, extend the “revolution,” and reduce dissidence. Extensive monitoring of social networks, censure of communications media, and the utilization of military and police forces to impose curfews and restrict free transit throughout the national territory, in addition to “house-by-house” polling, provide information that is processed and controlled by the government. Efforts to limit the propagation of the virus actually generate a substantive reduction in individual liberties. Over the past few months the crisis has served to shore up social control mechanisms and guarantee a progressive increase in government stability, with a corresponding weakening of the opposition
