A nonexhaustive inventory of soft law items includes instruments such as declarations, recommendations, codes of conduct, action plans, expert opinions, and handbooks. Soft law is produced by state actors, international organizations, civil society organizations, multinationals, trade associations, and legal experts. While doctrinal legal scholarship gives significant focus to the question of whether soft law is really law, there is also recognition that soft law produces empirical and legal consequences. Anthropological scholarship has engaged with soft law in the context of legal pluralism and global law. While the ethnographic study of soft law focus on how soft law norms are produced, distributed, enforced, and received within and across social fields, a disciplinary perception of soft law as inherently progressive has resulted in insufficient attention to how soft law may help create privatized legal orders, weaken accountability, or create inequality or oppression
