San Joaquin County, CA's Regional Transportation Impact Fee (RTIF) program is examined. • The fee calculation methodology, how it impacts the revenue yield, and ways to increase the yield equitably is reviewed. • The fee and utilization rates are low, ranging from 23 % to 31 % in the 2014–2022 period. • Current fee calculation methodology allows the fee to meet 40 % of the funding only, even if the fee is set at the maximum possible rate. • Several strategies to increase fee revenues are provided.
