The rapid development of social media has accelerated the spread of false information, which threatens public trust, democratic processes, and social stability. This research aims to systematically review existing studies on false news sharing behavior from the user perspective and identify the essential factors and pathways. This review, based on the PRISMA standards, examined 86 studies published from 2015 to 2025 in Web of Science, Scopus, and CNKI databases. According to the research themes, false news sharing behavior can be divided into four dimensions: user traits, psychological motivations, intervention methods, and user roles in governance. This review found that personal traits, such as high extraversion and low conscientiousness, and motivations, including information-seeking, social utility, fear of missing out, and emotional regulation, are critical factors in false news sharing. Although some studies suggest that technology-based interventions, such as accuracy prompts and warning signs, have limited effectiveness, user-centric and multi-level interventions are more likely to produce sustainable results. This review proposes an integrated three-dimensional framework for analyzing false news sharing behavior, which links user traits, motivations, and intervention methods. It also emphasizes the necessity of cross-cultural studies, longitudinal research, and multivariate interaction models. By focusing on the user role in the chain of false information dissemination, this research offers new perspectives on the development of governance policies.
