Despite the success of the government of the oligarchy, it became increasingly clear that it was Alvaro de Luna who wielded power, hence instigating a growing opposition by the nobility who thought it was in control. Many measures were taken to reorganize the administration during these years largely in response to requests from the Cortes, although usually only after repeated demands. Many outstanding problems and the disintegration of the ruling team unleashed a sentiment of deep dissatisfaction on the part of the cities, harassed by the pressure of aristocratic and ecclesiastical privileges.
