The rapid adoption of the concept of health promotion in recent years, with the corresponding need to monitor health promotion endeavours, raises issues for the development of valid indicators of progress. A first step in such development is the differentiation of health promotion indicators from indicators of health status. The former constitute the means or methods to achieve the goal of enhancing health. The two types of indicators should be conceptually distinguished. Indicators must be refined, to tap the relevant dimensions of influences on health. Another major issue in the development of health promotion indicators is the excessive focus on indicators of personal behaviour. Meaningful indicators are needed of the cultural, structural and situational processes that affect health.
