The imminent collapse of bureaucracy has been anticipated many times throughout the history of modern social and political theory. On both the right and the left of the ideological and intellectual spectrum, bureaucratic organization has been generally viewed as, at best, a necessary evil that will inevitably fade away as the ‘progressive democratic dynamic’ inherent in historical change imposes itself on the logic and trajectory of socioeconomic development.
