Since the early 1990s, European welfare states have undergone substantial changes. Traditional programmes, such as old age pensions have been curtailed and new ones (childcare, active labour market policies, services for elderly people) have been expanded. This chapter tries to apply mainstream political science theories of social policymaking and identifies a number of anomalies, or instances in which observed development do not conform to theoretical expectations. In this way, the chapter sets out the key questions that are addressed in the book.
