Deutsche Außenpolitik zwischen Pfadabhängigkeit und Anpassungsdruck

Kaum jemand personifizierte das Gewicht der Kontinuität in der deutschen Außenpolitik besser als ihr erster „grüner“ Außenminister, Joseph (Joschka) Fischer: Fischer, dessen politischer Werdegang von der Frankfurter Sponti-Szene in den 1970er Jahren an die Spitze der „Grünen“ auf der Herausforderung der „alten“, muffigen Bundesrepublik und ihrer überkommenen Politik-Traditionen beruhte, wurde schon bei seinem Amtsantritt 1998 oft und gerne als „politischer Enkel“ Konrad Adenauers, als Erbe und Wahrer der außenpolitischen Kontinuitätslinien der Bundesrepublik seit 1949 bezeichnet. Und in der Tat machte der Außenminister Fischer dieser Einschätzung, wie noch zu zeigen sein wird, durchaus Ehre: Die von ihm als Vizekanzler und Ressortchef (mit) geführte und verantwortete Außenpolitik entsprach in ihren wesentlichen Orientierungen in der Tat dem Kurs, den der erste und einflussreichste außenpolitische Akteur dieser Bundesrepublik, Konrad Adenauer, als Kanzler und erster Außenminister festgelegt hatte.1
