Since the Labour Government's election in May 1997, its economic policy has had two main strands: a strategy for delivering macroeconomic stability; and a one for providing employment and economic opportunities to all by tackling supply-side barriers to growth (Balls, 1998). Establishing strong and stable public finances was seen as the pre-condition for achieving sustained economic growth and improvements in productivity and investment, and economic growth in turn was regarded as the pre-condition for increasing spending on public services and tackling poverty.
