This chapter focuses on the problem of imposing criminal liability on offenders who are themselves victims of serious economic, social, or political injustice. It argues that the extent to which such offenders deserve to be punished will vary from case to case, depending on the type of crime the offender has committed, the type of deprivation to which he has been subjected, and the circumstances of the crime victim.
