Politiktransfer durch die Europäische Beschäftigungspolitik? Methodische Überlegungen und empirische Analyse des Falls Deutschland

AuszugIm Amsterdamer Vertrag setzten sich die Mitgliedstaaten der Europäischen Union 1997 das Ziel, eine gemeinsame Beschäftigungsstrategie zu entwickeln und ihre Politiken aufeinander abzustimmen. In den Folgejahren hat der neu eingeführte Koordinierungsprozess als Vorbild für die neue „offene Methode der Koordinierung“ gedient. Bereits die Vertragsartikel zur Beschäftigungspolitik waren jedoch von einer erheblichen inhärenten Spannung zwischen Koordinierungsbestrebungen und dem Erhalt der mitgliedstaatlichen Souveränität geprägt. Daher ist es wenig erstaunlich, dass wissenschaftliche und politische Bewertungen des Koordinierungsprozesses, der mit einem Treffen des Europäischen Rates im Herbst 1997 in Luxemburg initiiert wurde, widersprüchlich sind. Während die Europäische Kommission (2002) in einer umfangreichen Wirkungsstudie eine fast triumphale Bilanz gezogen hat und manche Autoren die offene Methode der Koordinierung als Beleg für die Reifung des Integrationsprozesses und als adäquate Antwort auf die Heterogenität der beschäftigungspolitischen Erfordernisse der Mitgliedstaaten würdigen (; ), meinen andere, dass die europäischen Steuerungsimpulse weitgehend wirkungslos geblieben seien ().
