By the late 1970s, it had become clear to many critical theorists and educators that both the conditions and the social theories that were part of the most basic principles of late modernism had begun to unravel.2 A new type of social and economic order began to emerge in the advanced industrial countries, marked by a shift away from the old forces and values of industrial production to a new emphasis on “immaterial” production in the information industries, on the one hand, and a much greater ideological emphasis on consumerism on the other.3 With the move to new types of symbolic production and increasing emphasis on consumption, citizenship, at least in the advanced industrial countries of the West, became defined largely through a narrow notion of choice in which buying and selling constituted the meaning and substance of individual and social agency. The work ethic was now replaced by the aesthetic of consumption as human needs were almost entirely subordinated to the dictates of the market.4 Under the onslaught of market forces unleashed globally by new information technologies and the mobile power of U.S. capital, the old social contract between labor and capital came under increasing attack as corporations became more global, “continually moving from country to country in search of new markets and untapped low-wage labor.”5
