This chapter examines the relationship between the state and the empire. It was a relationship minutely graded according to rank and status, but drawn as well, mainly according to race. Whether or not the Irish were part of the empire is open to question. Self-government in Ireland came into operation between 1920 and 1922, but as far as the politics of the British were concerned, the country remained what it had always been, a special case.
