Value capture provides a mechanism for communities to recover land‐value windfalls accruing to land owners from public investments in infrastructure and services or from beneficial changes in land‐use norms and regulations. This progressive public financing option is gaining noteworthy traction in Latin American jurisdictions, as well as in nations worldwide. In recent years, the goal of value capture policies has broadened from cost recovery from direct beneficiaries of public investments to fairer redistribution of the overall costs and benefits of urbanization. In particular, charges for additional building rights have shown great promise in raising significant revenues to fund urban development.
