At the beginning of the Severan period, Rome was recovering from plague outbreaks and a fire that had done extensive damage to the city's center. Major areas of the city saw both new construction and restoration work from 193 to 275 ce . The building program of L. Septimius Severus was the most wide‐ranging in the city during this period and covered reforms to city administration. By the end of the third century, the city had several new features, including four imperial bath complexes, three major temples, a camp for the equestrian guard, and a defensive wall circuit.
