Policy development exercises by official meta-policies, or by implicitly understood though ill-defined philosophies; nonetheless, these personalities exist, and are powerful and pervasive. There are different schools of policy thought when it comes to sustainability. One that gains currency as a perceptual frame and policy path for sustainability initiatives is ecological modernization (EM). Some of EM&s;s optimistic assumptions make it attractive as a way of envisioning how society can advance and how policy should support that advancement. European Union (EU) to impose its regional Emissions Trading System (EU ETS) on international aviation, and the world&s;s willingness to accept it such decisions provoke disagreements that threaten to lead to trade sanctions. The preoccupation with the market-based measures (MBM) debate becomes an exercise in futile anger for some, and a way of delaying action for others. It is logical and crucial for the industry to be aggressive in figuring out the low-carbon fuel puzzle, the only way out of a potentially debilitating, destabilizing morass.
