Water is a vital human need and cities require special consideration in water management because of the scale of demand and the implications of dense settlement and urban activities. Water premises settlement and urbanization, but in every climatological setting it presents opportunities, constraints, and challenges. Technological advances have overcome limitations throughout urban history, but cities continually struggle with the management of urban water supply, sewage, and floods. The development of cities in diverse environments often entailed the extension of urban water demand beyond their locality and has elicited new legal, economic, and social approaches to meeting water supplies. Water and sanitary wastewater managers must understand the constraints of the systems on which they depend to ameliorate problems and to achieve sustainability. Because changing climates are ultimately at their roots, the hydrological systems on which cities depend are in flux and yield new constraints and emerging water management and planning challenges for cities.
